Single-passenger hybrid vehicles are no longer eligible for the Clean Vehicle Program and must pay to use the HOV lanes. Only hybrid plug-in electric vehicles and other alternative fuel vehicles with special clean fuel plates will be allowed access to HOV lanes without multiple occupants.
