Hundreds of unemployed Portland residents lined up outside a credit union last week to apply for a $500 emergency relief checks. While in line, a man in a Jaguar pulled up. One person who was in line said he initially seemed irritated that people were blocking the ATM, but when someone explained what they were all there for, the man withdrew a bunch of cash and started passing out $100 bills. Everyone in line got $100. Witnesses say the man handed over at least $10,000. He never identified himself, just handed out the money and left.
